What is the Drug and Alcohol Clearinghouse (Clearinghouse) and what information does it contain?

The Clearinghouse is a secure online database that gives employers, the Federal Motor Carrier Safety Administration (FMCSA), State Driver Licensing Agencies (SDLAs), and State law enforcement personnel real-time information about commercial driver’s license (CDL) and commercial learner’s permit (CLP) holders’ drug and alcohol program violations. 

The Clearinghouse contains records of violations of drug and alcohol prohibitions in 49 CFR Part 382, Subpart B, including positive drug or alcohol test results and test refusals. When a driver completes the return-to-duty (RTD) process and follow-up testing plan, this information is also recorded in the Clearinghouse.

How to register yourself in FMCSA clearinghouse

To complete Clearinghouse registration you will need to:

• Enter and verify your current commercial driver's license (CDL) or commercial learner's permit (CLP) information. 
  Note: This is required to view your Clearinghouse record and respond to query requests.

• Agree to the Terms and Conditions.

Are you an owner-operator (a self-employed CDL driver) operating under your own USDOT Number?

You will need both the driver and employer Clearinghouse roles. You will have the option to register both roles at the same time, or to add your company information once your driver registration is complete.

To set up you will need an email address and password 

Save both on your smartphone because you will need them over and over

If you see a flag on your name this means to have to do RETURN  TO DUTY

 

It will ask you to select a SAP

Select my name in a scroll-down bar

Then clearinghouse will send me an email saying you have requested me to be your SAP

At that time, I will send you my registration form

Fill it out and send it back to me with a copy of your CDL
